Suggestion:
Hon. Prime Minister, let me start by paying my respects to you and through you to. Libya has been symptomatic failure due to tribal militia’s fiefdoms who have carved up oil-rich Libya. I have an unyielding faith with Libyans who are largely young and aspirational professional class of people who can rebuild Libya if Libyans act together. Libya success is to use its rich resources (oil) to begin the process of rebuilding Libya. In addition, freedoms, social welfare, selfless civil service, fair tax, consensus politics and the rule of law which must be compliance with fair laws makes Libya strong enviable nation in the world. Libya needs to embrace the above mentioned principles one way or another to solve Libya civil war and look to our future generations. I have been written to you to resolve the Libyan Civil War in 2016. My opinion remains the same. The solution to Libyan Civil War is to integrate the Libya militias’ tribes into a legitimate security force with agreements between Misrata and the Zintan to resolve the Libya Civil War. Moreover, we should focus on efforts by UNSMIL to forge a unity government. If you failed to do so, peace and stability may be decades away. It is my perspective that it is very difficult has solution for Libyan Civil War without transparency. If you put benevolent leadership which help carve up Libya.

Hon. Prime Minister, Libya economy depends on oil production. You can rely on oil money for two generations from now onwards. You must be aware of that the world is shifting from hydrocarbon fuels to renewable energy. If you failed to rebuild Libya today, Libya will be much poorer in a decade or two decades than today. If Libyan Civil War continues, it is very difficult to meet the minimum security conditions for investment in Libya. Thus, Libya will destine to go backward for a generation.

Hon. Prime Minister, you have been established GNA in the month of December, 2015 which intended to bring peace and stability in Libya but it was failed in many respects. Moreover, Western Powers intervention like the US, the UK and France interventions are complicating the Libya civil war. Western powers can establish themselves as a lead sponsor of a reconciliation process but they all driven by their own vested interest. Western powers are directly responsible for the lasting instability not only in Libya but also in Iraq, Syria etc. If I am not mistaken there were no mass migrations before the western powers intervened in Libya, Syria, Iraq etc. The refugee crisis is direct results of Western powers intervention in Libya, Syria, Iraq etc. In fact, the Foreign Affairs Committee acknowledged it. However, I have an unyielding with in you, you can offer some semblance of order to carve Libya in a sensible resettlement arrangement. The Libyans will undoubtly be delighted by you to heal Libya.

EU NEW FISCAL AUTHORITY FOR WEAK MEMBER STATES

This paper focuses on setting up new fiscal authority to manage compatible fiscal decentralisation and budgetary discipline in the EU Member States. The authority need to adopt a tough fiscal consolidation programme. The authority should be responsible for designing fiscal policy for all Member States with stricter rules, conscientious monitoring and enforcement mechanisms for the conduct of fiscal decentralisation and budgetary policy.
