RE:     The EU Draft Treaty with Switzerland.

Suggestion:
Hon. President, let me start by paying my respects to you and through you to. As an Analyst, I must give credit to the fact that Switzerland literally everything right including Swiss political, economy, industry, finance and on individual level. Switzerland is the only country which never to have had monarchy or a ruling class that would slow Swiss development. Swiss people are well educated, working very hard, efficient and their wealth is well distributed. The Swiss are internationally renowned as expert negotiators, do their manoeuvring quietly and intelligently and better shape up the financial reporting. Yes, the EU too has a very strong negotiating position and it is using fully. Swiss democracy works on an informed basis. Switzerland has a very good relationship with the EU across the board. I can say with confident that Switzerland benefits immensely from the EU. The EU single market will still be four times more significant to Switzerland than any other world market including the US or China. Thus, Switzerland is better to be part of the EU than leaving the EU bloc. Switzerland is geographically very close to the EU and have close trading with the EU. If Switzerland wants to access the EU market, it has to comply with the EU rules. The EU single market benefits are so great, Swiss can’t walk away the EU market for a very good reason. The economic world knew that the EU single market give such benefits that Swiss won’t walk away. I see the EU current package as highly accommodating towards the Swiss. German newspaper says that Swiss are edging towards a deal. The pragmatic approach would be for Switzerland to accept the EU’s proposal which would make it arrangement similar to Norway’s deal. Switzerland would not fundamentally change the current relationship with the EU as the Swiss have hitherto adopted the EU rules and regulations but more slowly. In fact, Swiss politicians recognised that the current relationship with the EU (approximately 120 bilateral accords) having become obsolete and highly complex. Unfortunately, BREXIT has forced the EU to take tough decision in negotiations than we expected.           
   
Hon. President, the EU wants to set an example with the Switzerland and get the contentious framework agreement over the line because the EU and Switzerland the balance of power is in favour of the large economic bloc. The EU has defined the rules for non-EU member states who want to have preferential access the EU bloc. The EU standards are chosen with the European consumer’s best interest in mind. The EU products and services designed to protect the European Union member states industries not at the expense of the European consumer’s interest. The EU bloc requires products and services which enter it from third countries to comply with its EU standards. That’s why Europeans can trust the food they eat, the medicines they take and products they buy. If there were no regulations, it would be very difficult for the consumers to find high quality products or services. In addition, more than 50 percent manufacturers and farmers are driven out of business by cheap imports from third rated and corrupted countries. I hope that the Switzerland would be better focused on regulatory move which is being contemplated for political purposes to force Switzerland into closer alignment with the EU. I firmly believe that equivalence is regulatory tools which protect the Europe’s financial system. Equivalence is supposed to stop third rated and corrupted countries letting dodgy products and services into the European market. Everyone knows the EU and Swiss regulators are among the best in the world.

Hon. President, I fervently hope that the Swiss could choose to join the EU for balance of power which would improve the lives and economies of both the EU 27 member states and Switzerland. I hope for a referendum on the EU draft treaty with the Switzerland so that the Swiss people have the ultimate decision power to join the EU bloc.

EU NEW FISCAL AUTHORITY FOR WEAK MEMBER STATES

This paper focuses on setting up new fiscal authority to manage compatible fiscal decentralisation and budgetary discipline in the EU Member States. The authority need to adopt a tough fiscal consolidation programme. The authority should be responsible for designing fiscal policy for all Member States with stricter rules, conscientious monitoring and enforcement mechanisms for the conduct of fiscal decentralisation and budgetary policy.
