RE:     THE US – NORTH KOREA SECOND SUMMIT 2019 – THE ROAD TO RECONCILIATION  

Suggestion:
Hon. President, let me start by paying my respects to you and through you to. I am supportive of the US-North Korea Second Summit 2019. I welcome the US-North Korea continuing the negotiations. I am still insisting on North Korea’s Permanent, Verifiable, and Irreversible Dismantling North Korea’s Nuclear Programme (PVID). Yes, that is our original goal. Mr. President, you have chosen Vietnam for the US-North Korea Second Summit 2019 because of its symbolic significance. Today Vietnam’s improving ties with the US for both economic and security interests. You want to show the world as well as North Korea, how the US and Vietnam overcome the past hostilities and keeps its promises with former foes Vietnam. I clearly understood what you are thinking. Let’s hope for some improvement in second summit. It is my humble request you to do it sensibly and take counter steps before you take stock of the present situation in North Korea and then have a summit with North Korea. In my opinion, one step at a time is good to success summit. In addition, this summit requires the kind of reasoned strategic prudence. That means you should have the ability to correctly and realistically gauge the risks and opportunities at hand to success summit. If you were weak in will and in spirit, it would be improbable to success summit. I still believe that it may be a triangle summit like the US-North Korea–China or quadrangle summit like the US-North Korea-China-South Korea or may be Pentagon angle with the US-North Korea-China-South Korea-Russia or it may be serving as a backstop to dialogues between other concerned parties like Japan and UN. But you are really incentivised to come out with something to show off the world. Of course, we will have to wait and watch how could you have done what no other American President was ever able to do? I wish you all the very best Hon. President to success summit.      
   
Hon. President, you have praised North Korea suspension of a nuclear and missile tests and declared the end of its nuclear threat. Hon. President, you must aware that North Korea has not only enriched lots more U235. It has built more nuclear weapons like the US and Russia. North Korea no longer needs to test their nuclear weapons/missiles because they know that their nuclear weapons/missiles will work and computer simulation can verify the functionality of new nuclear weapons/missiles design. So the fact that North Korea has not tested any nuclear weapons/missiles recently doesn’t mean that they are not manufacturing nuclear weapons/missiles. North Korea has developed more Hwasong ICBMs in yet more fabrication facilities and learned how to miniaturise their nuclear weapons/missiles so they can be loaded on warheads for sure.

Hon. President, the peace between the US and North Korea, the US-Yemen, the US-Syria, the US-Iran, the US-Iraq, the US-Libya, the US-Afghanistan and other nations, you should make diplomacy essential to peace in a world. I want the entire world should denuclearise that should be the top of the humanity’s to do list. Is it possible in this materialised world? certainly not. In fact, one BBC Commentator said long time back US have threatened to use nuclear weapons on multiple occasions against multiple adversaries around the world.  Manufacturing nuclear weapons/missiles may be under de facto international control but manufacturing nuclear weapons/missiles by using technology is the common knowledge of most advanced economic countries. Hon. President, you must be aware nuclear weapons/missiles do not deter any aggression but it limit how it is conducted. Thus, your negotiation is to restore full relations with peaceful United Korea ought to focus on the advantages of Korean Unification. I have an unyielding faith with North Korea who never uses its nuclear weapons but must maintain securely always a health risk like Japan’s nuclear reactor. It is an economic burden to their people with or without international sanctions. At present, we ought to focus on guiding North Korea to prosperous democratic union with South Korea. North Korea’s PVID can reasonably only be expected as part of a package sealing Korean Unification. IMHO, JCPOA was a pathway that we could have used to start to welcome North Korea back into the international community. North Korean President Hon. Kim Jong-un keeps signalling to the world and his citizens that he would like to normalise North Korea. This is unprecedented. We should encourage his behaviour. In fact, Pakistan is also a nuclear power and not a particularly pleasant place to visit but it is nevertheless normal country but they are not threat to world peace in the same way that North Korea has been. Recently, you were talking about Pulwama attack which done by Pakistan. IMHO, Pulwama attack done by home grown Kashmiri because Pulwama is a heavily militarised region in Kashmir. How is it possible for splinter groups to attack a heavily militarised region with 300-500k army personnel? We should not blame any country without any evidence Hon. President. I strongly believe in evidence based practice. Most of the Kashmiri want freedom from India. It is the real fact. However, I request you to assist North Korea first steps on a long journey to normality.            

Hon. President, South Korea and North Korea want the armistice replaced by a peace treaty. In my opinion, North Korea PVID’s will not happen in a single shot. I have been tweeted many times that all the nuclear deals have required many months and many more years of hard work to negotiate. None of the past agreements tackled PVID’s of a country till date. That is why I request you to take one step at a time and your negotiation is to restore full relations with peaceful United Korea ought to focus on the advantages of Korean Unification to success summit. I most humbly prayed your good office to make some exceptions in the sanctions for joint North Korea and South Korea projects. That would help the present atmosphere and success summit. I fervently hope that the US – North Korea second summit turns out to be good news for the world and get meaningful peace deal with North Korea.

EU NEW FISCAL AUTHORITY FOR WEAK MEMBER STATES

This paper focuses on setting up new fiscal authority to manage compatible fiscal decentralisation and budgetary discipline in the EU Member States. The authority need to adopt a tough fiscal consolidation programme.
