RE: Speed up environment clearance of North Chennai Thermal Power
Project Stage II
Suggestion:
Good Morning Mrs. Minister. I am
writing to you with a request to speed up environment clearance of North Chennai
Thermal Power Project Stage II to solve our state acute power outage. This is a
critical moment in Tamilnadu and you are playing a critical role as an Environmental
Minister. You are committed to making an environmental protection as a top
priority. It is very important so that your portfolio should be recognized as
the most important one in government. If I am not wrong, North Chennai Thermal
Power Project Stage II does not involve forest land or dislocation of people
water requirement for the project. I do not know why the centre is delaying
environment clearance of North Chennai Thermal Power Project Stage II. But I
know that there are certain specific conditions or general conditions have to
be satisfactory for environment clearance. Recently, “The Hindu Chennai edition
dated on November 24, 2012 reported that MoEF asking the state government to
apply afresh for environmental clearance” I do not know why your good office
asked Tamilnadu government to apply afresh for environmental clearance. If MoEF
revised the guidelines for setting up thermal power projects, then, you can
request Tamilnadu government to apply afresh for environmental clearance. At
the same time, you must ensure to our Chief Minister, you will speed up the
environment clearance of North Chennai Thermal Power Project Stage II within a
month so that our Chief Minister will take necessary steps to apply for afresh
environment clearance of North Chennai Thermal Power Project Stage II.
Otherwise, we simply blame the centre. One thing I would like to highlight here,
red tapisam is killing power industry Mrs. Minister. It is already huge delay
in commissioning the North Chennai Thermal Power Project Stage II. Centre
should have one window for environment clearance so that people will have
confidence that any project are coming up for sure within stipulated time
frame.
Mrs. Minister, you are representing
the state of Tamilnadu in the Rajya Sabha, you knew that Tamilnadu towns and
villages have 16 hours of power outage every day. You also knew that Tamilnadu
total average power demand is around 10000 MW. Mr. V. Narayanasamy Union
Minister of State for Prime Minister Office said that Kudankulam may be
commissioned by December 15, 2012. Power from Kudankulam will not address the
problem of acute power outage in Tamilnadu. You knew the complete picture of
Tamilnadu power outage. I do not need to mention out here. Execuse me Mrs. Minister
for saying this, “The Ministry of Power has set a goal – Mission 2012: Power
for all.” But Tamilnadu is acute power outage in 2012. In addition, your good
office is not speeding up the environment clearance for many power projects not
only North Chennai Thermal Power Project Stage II. I am a big proponent of
actions speaks louder than words.
Mrs.
Minister, Tamilnadu is the second largest state economy in India in 2012.
Tamilnadu has the highest number of enterprises. As a result, the country’s IIP
has slipped to -0.4 percent in the month of September 2012. Indeed, this is not
good news for Indian economy. I would like to remind you here, shortage of
power supply in Tamilnadu being slow down their manufacturing. Also, power
outage is one of main reason for low economic growth of India. I most humbly
prayed your good office to speed up environment clearance of North Chennai
Thermal Power Project Stage II to solve our state power crisis and convey a
positive response to our Chief Minister as earliest as possible. I kindly
request your good office to co-operate with our Chief Minister in commissioning
the project as earliest as possible. Our Chief Minister tries to commissioning
the North Chennai Thermal Power Project Stage II in the next three months. Last,
but not least, our government’s top priority to solve the existing energy
crisis of the individual state so that we can push forward to bolster our
economy and strengthen India’s global position. Red tapism is killing our
country’s economy. I hate to see my country or my state fall into that trap due
to acute power outage.

Chennai Thermal Power Project Stage II.
