Suggestion: Legal systems and peaceful attempt to resolve the dispute  
                      
Good Morning Esteemed Chief Minister. Again I am writing to you after the appropriate analysis of the facts of Devikulam and Peermedu taluks where the Mullaperiyar dam is located. There are nearly dozen inter-state disputes over the borders within India. But, we all want to put an end to the Mullaperiyar controversy forever. We all know that 90 percent of the population of Peermedu and Devikulam taluks were populated by Tamils right from the beginning. The States Reorganisation Commission member Mr. Panicker used a different yardstick while dealing with Devikulam and Peermedu taluks even though the majority was Tamil population. It was hilarious, a malayalee was appointed to solve an issue between Tamilnadu and Kerala border.   During that time, unfortunately, the ruling Tamilnadu Congress leader Mr. K.Kamaraj who was too generous, he refused to stake his claim to annex the two taluks with Tamilnadu, saying that “they are our people”. Today, the fact is very different. Because, even after the Supreme Court Empowered Committee refers the dam as safe still Kerala wants to demolish it in the name of the territorial rights. Kerala is not an independent country to put territorial rights as own. When the committee had to decide on the border between Utterpradesh and Bihar, Justice Fazal Ali refused himself as he was from one of the states. But when it came to deciding the Kerala border, Mr. Panicker did not follow the principle because he owned plantations in Devikulam and Peermedu area.
Moreover, In the Travancore-Kochin state legislative assembly, Mr. Sharma vehemently argued for the merger of these two taluks with the state of Madras by stating that Tamils constitution more than the majority in the area. The Deputy Superintendent of Police (SB-CID) of Idukki District had sent a report to the ADGP on 17.11.2006 saying that growing Tamil population in Idukki district can be a threat to Kerala’s territorial integrity and that it could lose Devikulam and Peermedu taluks to Tamilnadu and recommended strict measures to control issuance of Voter ID cards and ration cards to Tamils. Consequently, it is only logical and legitimate for the people of Tamilnadu to seek redressal for an injustice committed to them during the reorganization of states by demanding the accession of Peermedu and Devikulam Taluks. In this context, we must listen to the voice of the residents of these two taluks. In that case, if vast majority of the people prefer Tamilnadu, then, Esteemed Chief Minister to file a petition before the Hon’ble Supreme Court praying that annexing Devikulam and Peermedu Taluks with Tamilnadu. Most territorial disputes are resolved through bilateral negotiation but previous failed attempts on Mullaperiyar new dam subsequently increase the pressure to undertake further action to settle their particular dispute. Thus, I advocate that peaceful resolution of territorial disputes through legal system.       
Let me conclude it esteemed Chief Minister, from my perspective, this dispute has an economic and strategic importance for Tamilnadu, of course, there is water resources embedded in the territory. By relying on old documents (historically and demographically) and royal decrees as proof of the intention to justify such a demand I am confident that you will take decisive decision to annex the two taluks with Tamilnadu to save our state economy and the interest of the people.
